When publicly funded organizations make purchases, they must follow specific regulations. The buyer is referred to as the contracting authority, while the seller is called the supplier.

Differences
The financial conditions between a contracting authority and suppliers can vary significantly. In some cases, the supplier is a large corporation, while in others, it may be a sole proprietor running a small business. It is important to consider the realities of the other party, especially regarding the different financial conditions each party operates under.

Time and Money
For a contracting authority, tens of thousands of kronor may be a relatively small amount, whereas, for a creative professional, it could represent a full month’s income. Additionally, a self-employed individual rarely has a predictable salary that arrives regularly regardless of their workload. Taking on assignments that are complicated and time-consuming ties up time for the supplier—time for which they are not compensated.
